The lending institution may allow the borrower to take out another loan based off the amount of equity they have. To ensure the loan will be paid back the lender uses the property as collateral to repay the debt in case the borrower fails to pay their monthly payments. The funds form this loan can be used to pay off other debts or help with a serious emergency.
